 The question I am looking to address is simple, and has been explore many times over, due in part to its simplicity. Which level of government do people trust the most to handle crises as they emerge. A more academic way of phrasing the question is to ask, which level of governments capacity is trusted most by young people in Santa Clara County?

The Manhattan Institute has a study that is very similar to mine which you can find here. It shows the Americans as a whole do in fact trust their local city government more.

Gallup did a similar study in 2018, which will also be used to help me shape my questions, and inform my style of survey. It yielded a similar response as the Manhattan institute. You can find that here

Finally Pew Research, one of the most established and respected polling firms in the world also has a similar study. Though this study was more aimed at checking the level of trust Americans have in the governmental system as a whole. This like the others will be used to inform my style of questions and survey as a whole. You can find the Pew study and results here.

My question is unique for two reasons the first being I am only asking people aged 18-30 which will certainly give a different perspective than their parents. The second unique factor in my question is that I am only polling those who live within Santa Clara County. The reason for this is that my community partner is the government of Santa Clara itself, and thus the data will be infinitely more useful to them. It also allows for consistency since each respondent will only have one state and county government to rate, and the most interesting data will be found in the municipality section.

The kind of research that is needed, is luckily what I do everyday anyway. I need to look at the issues facing the community in Santa Clara County, (homelessness, housing, income inequality, racial justice, ecological sustainability, etc.) However despite my familiarity, I need to look at it all with a fresh set of eyes in order to pick 3-5 issues that will help inform my survey.

The Survey will likely be conducted in two steps. The first will be a digital contact/ call to the intended respondent. This will be done through Instagram, Facebook, and text message, to gauge interest and to obtain an email. After that the respondent will first receive information of how their data and responses will be handled, and destroyed after the study. Then they will click a link to a google survey to then answer the questions.

My community partner and the other governments in the county will be able to use the study to gauge the perception of their capacity compared to the state and federal government. It will also be a useful gauge on where the youngest generation of politically active Americans puts its trust. This is especially relevant given the protest movements around the nation that are nationally inspired, but often local caused.
